DaCCA
Devolution and Climate Change Adaptation in Western Kenya program (DaCCA) is a DANIDA-funded program through Sustainable Energy (SE). It is designed to advocate for devolved funds to support climate change adaptation projects in the communities. Phase one (DACCA I) of the program took an approach of partner-driven community projects and was implemented between November 2015 and December 2019. The second phase (DACCA II) of the program began in January 2020 and is set to end in December 2023. Phase two (DACCA Il) focuses on the best practices identified in phase one (DACCA I). This involves advocating for the use of devolved funds from county authorities for their upscaling and replication. It is currently being implemented in 3 counties i.e., Kisumu, Homabay, and Migori by six partners i.e., OSIENALA, SusWatch Kenya, AGRISS, One Vision, C-MAD, and CREPP. It will take advantage of the possibilities appearing in the new constitution (2010) introducing devolved governance at both political and administrative levels.
